In 1659 the General Court in Hartford granted a petition from inhabitants of Saybrook to begin a Plantation in Mohegin (Upper Norwich). In 1663 land was parceled out to occupants of the Town Plot in Norwich. On 19 September 1716, the people of Norwich agreed to let the West Farmers be a separate Society. West Farms Society (also known as Place of the Seven Hills) was incorporated in 1789 and named Franklin in honor of Benjamin Franklin. Town vital records begin 1786.
